We built our Port on the foundation of outstanding leadership.
Port Freeport's Commissioners are each elected to six year terms by the voters of our navigation district. Every two years two commissioners must run for re-election, as they serve staggered terms. Port Freeport has an annual economic impact of $149 billion dollars per year and is currently ranked 15th in total tonnage out of 300+ ports serving the United States. Rob Giesecke
Chairman, Pos. 4, Pct. 2
Rob Giesecke joined the Port Commission in June 2021, and he is honored to serve Port Freeport. As a self-employed commercial real estate broker, he enjoys putting his analytical and financial skills to work for the citizens of Brazoria County.
Education
Giesecke is a graduate of Alvin High School and is a proud Texas Aggie.
Affiliations & Community Involvement
Giesecke is involved in a wide range of civic, business, and political organizations, and he has served as PAC Treasurer for the Brazoria County Republican Party since 2019.
Personal
Rob’s ancestors came to Brazoria County before the Texas Revolution and the family cattle brand was among the first registered in the county. Brazoria County has always been home to Rob, even when he was living and working in other parts of the state.

Rudy Santos
Vice Chairman, Pos. 6, Pct. 4
Rudy Santos joined the Port Commission in June 2015. Santos was employed by Angleton Independent School District as the Director of Maintenance and Operation for more than 25 years. He is now employed with the Alvin Independent School District, where he is a Project Manager in Building Programs.
Education
Santos is a 1982 graduate of Texas A&M University and graduate of Angleton High School.
Affiliations & Community Involvement
Santos has served his community of Angleton for 23 years in the following capacities: Planning and Zoning Commissioner, City Council Member, Mayor Pro Tem and Mayor. Along with his many civic activities, Santos is active with Angleton FFA, American Quarter Horse Association, and a member and volunteer of the major Livestock Shows and Rodeos throughout the state.
Personal
He is a lifelong resident of Angleton, Texas. Rudy has been married to Rosalie for 32 years, and they have two daughters, Jessica and Reanna. A 2019 graduate of Texas A&M University, Jessica currently resides in Washington, D.C. and works in the U.S. House of Representatives. Reanna received her Bachelor's in Agribusiness in 2022 and Master's in Rangeland, Wildlife, and Fisheries Management in 2025 from Texas A&M University. Reanna also is the 2025 Miss Rodeo Texas. Together as a family they all enjoy deer hunting and all equine related activities. Most important of all, the family enjoys spending time together.

Kim Kincannon
Secretary, Pos. 1, At Large
Kim Kincannon joined the Port Commission in June 2023. Kincannon is a long-time resident of Brazoria County and is retired from a forty-six-year career at The Dow Chemical Company.
Education
Kincannon is a 1973 graduate of Texas A&M University in Civil Engineering and a 1969 graduate of Brazosport High School.
Affiliations & Community Involvement
Kincannon has served his community in a wide range of civic, business, and community activities including Columbia Brazoria ISD School Board Trustee and West Columbia Youth Soccer, T Ball, Baseball, and Basketball Organizations.
Personal
He was born and raised in Lake Jackson, Texas, has three grown children, and eight grandchildren. His wife Laurie continues to serve as Mayor of West Columbia. Kincannon enjoys hunting, fishing, and Aggie Sports in his leisure time.

Dan Croft
Asst. Secretary, Pos. 5, Pct. 3
Dan Croft was born on Galveston Island and raised in Alta Loma, Galveston County, Texas. He’s a 6th generation Texan with direct ties to the Old 300. His banking career began in 1969 in Beaumont Texas while attending Lamar State College of Technology where he received a BBA in Management in 1971. After graduation from Lamar, he moved to Freeport with wife Teresa Landry Croft where he continued his banking career.
During his career, Dan worked in all phases of Banking, from teller to President; and all types of Banking Establishments; Savings Banks, Mortgage Banks, Credit Unions and Commercial Banks. Through banking Dan assisted businesses and individuals throughout the region with commercial, mortgage and personal loan transactions utilizing a cooperative professional business approach that applies respect and appreciation to the customer while incorporating a personal resolve to generate quality loan assets for the banks.
Education
Croft graduated from Lamar State College of Technology with a Bachelor’s in Business Administration.
Affiliations & Community Involvement
Dan retired from The First State Bank of Louise in 2023. Throughout his career, and now in retirement, Dan has taken an active role in his community by volunteering and serving on the board of numerous Civic, business and community organizations; he remains active in Rotary, Brazoria County Economic Development Alliance and CCA TX.
Personal
Dan and Teresa reside in Jones Creek and have two sons, Sean and Eric, and 5 grandchildren. Dan is in his second term as Commissioner of Port Freeport where he has overseen rapid and expansive growth; to include the final phase of the Freeport Harbor Improvement Project (which will take the Channel to a 51-56 feet depth; Completion of Berth 8 (a newly completed +/- 900 foot dock plus an attached Roll-On-Roll-Off component), the successfully negotiated agreement that brings VW Group of America to Port Freeport and a Zero percent tax rate.

Ravi K. Singhania
Commissioner, Pos. 3, Pct. 1
Ravi Singhania was first elected to the Port Commission in 2007. During his tenure, he has served as Secretary, Vice Chair, and Chair. He has been committed towards responsible growth with a long-term vision for the Port to be self-sustaining. He was re-elected for a fourth term as Commissioner in May 2025.
He started his career in 1968 at BASF Corporation’s Freeport, Texas site. He retired as a Senior Vice President of Engineering in 2005. His 37+ year career at BASF included serving 12 years as the General Manager of the Freeport site.
Education
Singhania holds a master’s degree in chemical engineering from the University of Illinois, Ph.D. work at the University of Houston, and Executive MBA from Rice University.

Singhania has continued his passion for the community. His present or past involvement in community and educational organizations include the Brazosport Rotary Club, Brazosport College Board of Regents, University of Texas and Texas A&M Chemical Engineering Advisory Council, Board of Texas Chemical Council, Brazosport Chamber of Commerce, Brazoria County Petrochemical Producers Council, Safety Town, Project Teach, Walk for Habitat, Board of the Community Foundation of Brazoria County, Brazosport College Foundation Board, University of Houston Engineering Leadership Board, Junior Achievement of Brazoria County, Friends of Brazoria Wildlife Refuge, CHI St. Luke’s Brazosport, and City of Lake Jackson Traffic Commission.
Personal
During his free time, Singhania teaches an economics class every year at the University of Houston. He enjoys tennis, playing cards, walking, family travels, and spending time with his family, particularly his two grandchildren.

Barbara Fratila
Commissioner, Pos. 2, Pct. 1
Barbara Fratila came to the Brazosport area in 1982. She is an attorney who currently works at the Furey Law Firm in the areas of estate planning, wills, trusts, and probate matters; corporate, contract, and real estate transactional work, including environmental aspects of real estate transactions. While serving as an Assistant General Counsel at the Port of Houston Authority, Barbara worked with all divisions with major concentration in engineering and real estate contract matters. While in private practice prior to her nine years at the Port of Houston Authority, she represented the Velasco and Angleton Drainage Districts.
Education
Barbara received her B.A. with High Honors from the University of Maryland in 1973 and her J.D. from South Texas College of Law in 1990 where she was a member of the Wood Inn of the International Legal Honors Fraternity of Phi Delta Phi and the Order of the Lytae. She received her LL.M. with a concentration in Energy, Environmental and Natural Resources Law from the University of Houston in 2006.
Affiliations & Community Involvement
Barbara currently serves as Chairman of the Board of Directors of the Community Foundation of Brazoria County and is on the Board of Directors of Habitat for Humanity of Southern Brazoria County.
Personal
Barbara and her husband, Nick, live in Lake Jackson, Texas.
