Guidelines
Purpose: The purpose of these guidelines is to provide operational safety guidance to those seeking access to Port Freeport (Port). Guidelines are subject to change due to federal/state regulatory changes, Port Freeport tariff, and safety procedural requirements.
Objective: The objective is to provide a safe and drug-free work environment. The Port Freeport community wants to continue facilitating the flow of commerce and ensure a safe and productive work environment for all who use the Port.
Compliance: The Port reserves the right to implement and enforce safety measures, procedures, policies, tariff requirements, furnish and maintain such services and devices for the safety of individuals on or about the channels, waterways, docks, slips, facilities, areas owned, operated, managed, or controlled by the Port as the Port deems necessary.


Guidelines
Authorization: The requirements of this guideline are authorized under: Port Freeport Tariff Item 345 safety; At no time should these guidelines take precedence over local/state/federal regulations or the Port Freeport tariff.
Access to the Port: All people who wish to enter the Port will have to present current state or government-issued identification, automobile insurance, and have official business at the port.
Damage to Property of Port Freeport: Users of the facilities of Port Freeport will be held responsible for all damage to the property of Port Freeport occasioned by them, and any such damage will be billed against the user responsible for such damage at cost plus twenty percent (20%). For limits of liability on Port Freeport, see Item 495. Any damage to Port Freeport property must be immediately reported to Port Freeport Security and/or Operations.
Fire Prevention: Port Freeport requires any hot work to request a hot work permit for operations. The Port is a no-smoking environment. Each tenant may designate a smoking area within their assigned lease property.
Mobile Phone Policy: Cell phones are to be used on hands-free or Bluetooth only on port property.
Personal Protective Equipment
Safety Vest, outer wear and shirts; must meet the ANSI Class 2 Type R requirement or higher, approved permitted colors here at Port Freeport are Orange; Yellow; Lime Green; and Pink. The required apparel shall be worn when outside a vehicle or facility (offices on Port Freeport property).
* Required safety vests can be purchased at the following security Gate 4, 8, 12, Security check-in (NON-TWIC LOT) and the Dole canopy.
Foot Protection: Proper footwear (close-toed shoes at a minimum) must be worn for the work being performed. Open-toe footwear is allowed from private vehicles to offices inside the Port Freeport property, when parked next to the facility. This type of footwear is not acceptable outside of offices.
Head Protection: Head protection should be worn in designated areas or when there is any work overhead.
Vessel Operations and Crew Safety: All crew members will follow the same PPE guideline 4.2.1; vest, 4.2.2; hard hat, and close toed footwear. During active operations on or off the vessel. Non-active operation only when off the vessel.
